On January 15th, 2025, CCDC held the annual work conference in Singapore. The conference thoroughly implemented the spirit of the China State Construction Engineering Group's 2025 work conference, systematically summarized the work of 2024, analyzed new situations and issues, deployed key tasks for 2025, focused on business operations, solidified management efforts, and strived to create a new phase of high-quality development for the company.

Chairman Qian Liangzhong delivered a speech titled "Strengthening Basic Management, Enhancing Process Performance, Accelerating Diversified Development, and Firmly Creating a New Phase of High-Quality Development."

Qian Liangzhong put forward five requirements for the work in 2025: firstly, deeply implementing the annual work tasks of China State Construction Engineering Group and the 16th overseas work conference, comprehensively implementing the requirements for high-quality development. Efforts should focus on advancing goals such as "learning policies, creating benefits, deepening reforms, optimizing management, promoting innovation, and preventing risks," fully achieving annual objectives, and navigating through industry development cycles with determination. Emphasis should be placed on basic management, market expansion, synergistic collaboration, risk prevention and control, and system construction. Secondly, comprehensively enhancing project performance effectiveness to solidify the foundation for high-quality development. Measures should intensify contract fulfillment and risk management, and effectively govern risky projects. The system and mechanisms for corporate management of projects should be improved, and management systems should be continuously optimized with enhanced process supervision. A penetrative supervisory system should be established to effectively prevent performance risks. Thirdly, grasping the current situation thoroughly and continuing to strengthen efforts in market expansion. A deep understanding of post-pandemic market changes is essential, with continuous enhancement of internal capacity. Early planning and strengthened integration with advantageous resources within the group system is crucial to seize opportunities for large-scale comprehensive project bids over the next few years, capitalizing on market windows. Traditional sectors should be consolidated to strengthen the foundation. Investment strategies should be systematically studied to accelerate business development. Fourthly, management systems should be optimized to enhance basic management capabilities continually. Efforts should strengthen project team construction, establish a triangular system, and enhance talent inventory. Information flow construction should be strengthened, optimizing human resources, office management, financial management, and procurement management processes, and actively implementing the deployment of integrated systems within the group. Fifthly, work planning should be strengthened to foster a more proactive team atmosphere. Annual responsibilities should be conscientiously implemented to form a yearly plan. Business sectors, subsidiaries, functional departments, and projects should collaborate effectively, refining target responsibilities, and promoting incentive systems throughout project timelines, maintaining a focused management atmosphere.

In 2025, the company aims to keep pace, aligning with high-quality development directions. Anchoring development strategies, strengthening headquarters support, and enhancing management efficiency are priorities. Efforts will intensify to expand spaces for high-quality development, consolidate core business foundations, focus on major high-end projects, bolster land reserves, and promote stable investment business growth. Lean construction will be pursued to fortify foundations for high-quality development, continuously improving project control systems, implementing contract management system construction, fully leveraging the role of "command baton," and enhancing supply chain development efforts. Practical innovation will be encouraged to cultivate momentum for high-quality development, emphasizing standardized project technology management and intensifying the application of new technologies. Value creation will ensure operational high-quality development, enhancing lean construction capabilities through multiple channels to improve procurement efficiency, steadily advancing timely settlements, and reinforcing project management team construction. Risk prevention will be prioritized, rigorously upholding the bottom line of high-quality development, ensuring safety in production, diligently guarding against operational risks, effectively managing financial risks, and steadfastly promoting compliant operations.

The conference conducted annual work performance evaluations. management, subsidiary heads, and some department heads respectively presented their performance reports, which were reviewed and evaluated on-site by Qian Liangzhong on behalf of the company. The conference also conducted annual assessments and evaluations of the leadership team and individuals and recognized outstanding teams and individuals for 2024.
